.Hong Kong will be in danger of being marginalized・ is not just a discussion topic but a red light to leaders in various sectors and all walks of life in Hong Kong community.

Hong Kong is being marginalized when,

1. Cities in China, especially those in Pearl River Delter, which are now quickening their pace of reform, have become mature enough. They can take up roles in research and development, processing production and rendering support services themselves to complete transactions. Hong Kong・s support services will become secondary to their system.

2. The reform of Mainland・s financial system gathers pace, Hong Kong may lose its status as a financial intermediary. Overseas financial institutions such as banks, insurance companies and investment firms will set up branches in China and financial services can be obtained more conveniently in the mainland. Then, Hong Kong・s role as a financial centre may be overshadowed.

3. Infrastructure such as airports, container terminals, railways and the whole transport system further develop. Communication and transportation with mainland cities can be more direct. Hong Kong・s status as an entrepot and a communication hub in logistics will be eroded.

The above scenarios are possible scenes in the very near future. We have no time to be complacent about our glory in the past and the international fame we still enjoy at the very moment. What we need is a sense of crisis to enhance our competitiveness before it is too late.

In macro perspective, Hong Kong leaders have to work out the role of Hong Kong in the process of economic development in China and our place in the international arena. On the other hand, nurturing human resources is a must to strengthen our long-term competitiveness. Younger generations of our motherland have become more capable and competitive in different aspects. We teachers and education administrators have to work very effectively and pragmatically to produce man power that can help to sustain the growth of Hong Kong society. Young people, equip yourself, understand more about our country and the society, know more about the role you have to play and better prepare for the forthcoming challenge in the future. .

In recent decade, our contemporary society is called knowledge society in which technology and means of communication have advanced speedily. Tasks, methods and processes of production and even the whole systems in different organizations are fluid and flexible in order to be adaptive to external changes.

Manpower and human resources required in the workplace are no longer life-long specialists, skilled or professional people. Instead, they are expected to be flexible, dynamic and competent in responding to the ever-changing demands.

Education is to prepare youngster generation to meet the challenge of the future. Its output has to be socialized and well knitted into the social fabric. Amidst the changes, social expectation on Hong Kong young people can be summarized into five attributes. They are the

Ability to communicate with outstanding language proficiency, especially the productive skills in writing and oral presentation,
2.
Ability to present professional knowledge which is synchronized with personal aptitude and aspiration,
3.
Understanding of current issues related to Hong Kong, China and the whole world,
4.
Ability to reflect, interpret and analyze problems, to criticize, to motivate, to create and to apply knowledge to solve problems in multiple perspectives, and
5.
Ability to communicate, to collaborate and to motivate people in team work.

With its long established global image as a cosmopolitan city, Hong Kong education system is urgently to be re-engined to produce the necessary resources for the society to preserve our competitive edge. Changes have to be made in our curriculum content, delivery pedagogy and assessment systems.

Since our school commencement in 2003, we have pledged ourselves to prepare students to meet the challenges of the 21st century. Our school missions have matched well with the tide of the current Education Reform. To lay solid foundations for further studies, to enhance language proficiency, to develop necessary generic skills, and to cultivate moral & civic consciousness among students are still our major concerns.

The success of Shenzhou 5 and 6 has demonstrated the strength of our motherland in the development of aerospace technology. China has now set her position in the international spacecraft engineering arena. To successfully launch a spaceship is not only the contribution of the astronauts, the scientists who have worked persistently and selflessly behind the scene also deserve our heartfelt tributes.

On the 5 December 2005, we were indeed honored to have invited Academician Long Le Hao and Professor Wu Dian Lian to conduct a seminar on the topic 'The Development of Aerospace Technology in China'. Academician Long has been participating actively in strategic missile and manned rocket construction in China, and Professor Wu has contributed a lot to the success of Shenzhou 5 manned spacecraft and Tan Yue 1 satellite. They are treasures of Modern China.

Besides the lively delivery on the development of Aerospace and Technology in our motherland, the two experts also told us the ways they strive over the years for their ideal and personal aspiration in life. The message was indeed insightful and inspirational.

Being upbrought in a very poor peasant family, Academician Long could only be a cowherd in early years and receive primary education starting from the age of 11. With his diligence and perseverance, he performed outstandingly and was successfully admitted to a famous secondary school and graduated from the Shanghai Jiaotong University in 1963.

For Professor Wu, his primary and secondary school lives were also very tough. A new pen for a new school year in primary education was a luxury to him. $6 was his only meagre monthly pocket money in his secondary school years. From these stories, we get to know these two experts were groomed through life in deprivation of daily necessities and this sharpened their will to endeavor.

As most outstanding scientists in the world, the two experts did experience ups and downs in their Aerospace research work. Academician Long had tried very hard to study the biggest rocket of China in two years・ time. However, he repeatedly failed to raise and float it in the air because of an electronic device installed in the rocket. Despite being saddened and disappointed by the incident, he didn・t give up but continued to lead his team members to locate the :prime culprit; in 240 tough and continuous attempts. His indomitable spirit has eventually led him to success.

Even though the two experts have different ways to strive for success, their determination, their great interest in aerospace development and patriotic sentiment are equally impressive. As we know, great success comes only after persistent process of trials and errors. To give up easily just because of one or two unsuccessful attempts can never bear fruitful outcomes. I hope you all remember the earnest advice given by the experts and take the :never give up; spirit as your motto in life. Only by so doing, you can succeed in meeting tough challenges ahead, in achieving your personal goals and in making contribution to the territories and China in future.

The twenty-third of October was the first anniversary of the Parent-Teacher Association of Po Leung Kuk Ngan Po Ling College. We were honored to have invited Mr Lam Kin Man, district councilor of Kowloon City, to officiate our second PTA Executive Committee Inauguration Ceremony.

I have to convey my sincere thanks to all members of the first executive Committee of our PTA for all their effort made and congratulations for all their achievements accomplished. Since last year, with the establishment of our PTA, the Parent-School cooperation has been further enhanced and the constitution has been devised. Parents・ participation in various activities, like Library voluntary work, the Chinese New Year Walkaton and the Monthly Parent Gatherings is encouraging support to our school. It reflects that the PTA is a successful and competent parent-school communication channel.

In the near future, the Hong Kong education environment has to undergo drastic changes. The decrease in birth rate and the education reform will definitely place the school in a challenging position. School projects like construction of the swimming pool and the new annex, the full implementation of English as a Medium of Instruction at all levels, the curriculum reform, the enhancement of student academic and non-academic achievements, are all initiatives we have to take in the forthcoming periods. All these require widespread consultation, support and cooperation among parents so that we can make timely adjustment in need and to work out our plans.

My heart felt congratulations to all members of the 05-06 PTA Executive Committee. I believe that with the well devised constitution, the good foundation laid, the effort and enthusiasm of all members, the Parent Teacher Association will further be developed and led into a new phase. I look forward to closer parent-school relationship, more diversified activities for parents, students and teachers, and even more closer partnership between home school for further wholesome development of the students and the school. We had a very happy time in our 3rd Annual sports Day when teachers and students gathered in the sports ground to participate in different sports events. This year 841 students made 1565 entries in various sports games and more than 30 teachers participated in the relay races. Sports day is a school function which demonstrates our school・s high regard for all round education, our commitment to the promotion and development of sport and aesthetic skills of all our students.

We believe that every young people should know some kind of sport and aesthetic skills which lead to fulfilling life. Quality life comprises quality work, quality leisure activities and hobbies. Our school has deployed considerable resources to nurture students・ sports and recreation skills. This year we have 59 sessions of ECA among which 18 sessions are sports related. Professional coaches are recruited to provide students with good training and skills in different types of sports. We expect all PLK Ngan Po Ling students, at all levels, participate in one sport or another.
Since last year, our school teams have started to shine and excel in different kinds of external sports competitions. They brought treasured memories to themselves, glory upon our school and good deeds for all of us.

Sports games in our sports day are also good reminders to us all that whatever we undertake, we have to achieve to the best of our abilities, to comply with respective rules and standard, to work hard, to persevere and to strive to excel in all stages of the games.

My heartfelt thanks is expressed to all guests of honour and parents for their coming and support to us. My appreciation and gratitude also go to members of the sport day executive committee, teachers, house advisors, members of four houses and all student helpers for all their effort, thoughtful planning and teamwork which contribute to the success of our sports day.

Now we have resumed our studies after the long weekend. Experience in the sports ground tells us that we would win only we practice hard and persevere. I hope the results of the first term examination shows that students of Po Leung Kuk Ngan Po Ling College can play hard and work hard.

Welcome back to Po Leung Kuk Ngan Po Ling College after the summer vacation. We all start another new school year, csmeeting new challenges and expecting a better year ahead. This year, our school is operating in full swing. We have classes from F.1 to F.7, 28 classes in total, with about 1000 students and more than 60 teachers forming our big family.

Ngan Po Ling College has operated for 2 years and has laid a good foundation to grow further. We have established good social image. More than 1000 P6 students competed for 160 Form 1 places and we also have had better Form 4 and Form 6 intakes in 05-06.

We have got sister schools in Shanghai, Singapore and New Zealand to which we have arranged exchange programmes, participants of Singapore and New Zealand cultural exchange programme will soon share their exciting experience in the hall assemblies on how they learned and opened up international perspectives when they studied in overseas prestigious schools and got along with new friends in different parts of the world.

I must now convey my very heartfelt congratulations and appreciations to all performers and teacher organizers of our first school concert which took place on 25th July as I didn・t have a chance to show my appreciation right after the grand occasion. Our first concert was a tremendous success with stream of praise and appreciation from the audience, parents, principals and friends in the education circle. We are all proud of your performance. The Western music, Chinese music, African dance, school choir, English drama, the Jazz, the Chinese dance, the rope skipping and the Masters and Mistresses of Ceremony had created a good mix and a well knitted scene on the stage. My very sincere thanks to all teacher organizers and students helpers, our efforts do reap.

Our success in the past sustains and encourages us to work better and meet further challenges in the future. I hope all members of Po Leung Kuk Ngan Po Ling College are proud of being members of our school.

I expect that all students would live up to our school motto which is :respect, love, diligence & sincerity;.

Love our school, keep the classroom, the school premise and the school facilities clean and tidy

Respect yourself, your classmates and your teachers. Play a part in creating an inviting school ethos.

Be diligent, get a good start, and make good plans for your studies and your activities. All levels of Ngan Po Ling students have very tough academic challenges ahead. Plan your time properly, study hard and be our good all rounders. All our teachers are good coaches and helpers. Please follow their guidance.

Many young people all over the world are working very hard. Students in Asia, Japan, Korea, Taiwan, Singapore and the Mainland are described as diligent students who excel in international academic assessments. Many local universities like CU, HKU &UST have reserved an increasing number of places for students coming from Mainland. Hong Kong students are still outstanding students by international standards. Young generations have to prove themselves to be competitive.

Please start sowing, nurturing your soul & mind and look forward to a good harvest. Once again, I hope all of students are proud of being members of Po Leung kuk Ngan Po Ling College, and we are crossing our fingers to be proud of all our students in the future.
